IS SPOT INSURED?

Most of us are concerned about vicious dogs, which appear to have proliferated since the dangerous dogs act was introduced. This is the same with all government legislation regarding law in general. It could easily be controlled by our existing law enforcement officers, the police, but it would probably fall foul of the dog owners civil rights. We could, therefore, see a vast army of canine control and insurance checking officers patrolling our streets. All posts will be advertised in the Guardian.

The training for such personnel will be a twelve week course, with a view to being able to communicate directly with the animal, should they come across the odd stray. Question: "Are you insured? One bark for yes, two barks and a growl for no". That should do it. It won't lower the number of such animals; the VAT from the insurance premium however should employ a few thousand officers on a good salary with a promise of retirement at 60 years of age.
